The EU-ASEAN-VIETNAM: Strategies for Stronger Partnership



The Public Seminar entitled “The EU’s Practical Approach to ASEAN: A Roadmap for a Strategic Alliance” is jointly organized by the European Union and Vietnam Academy of Social Sciences. The seminar features Dr. Sophie Boisseau du Rocher, associate research fellow from the Center for Asian Studies, French Institute of International Relations (IFRI). 


The EU and ASEAN share a commitment to regional integration as a means of fostering regional stability, building prosperity, and addressing global challenges. The partnership between the EU and ASEAN has been brought up to a higher level since 2012 through a series of dialogues, initiatives and cooperation. The year 2015 marks a critical milestone in the history of ASEAN with the formation of ASEAN community based on three pillars – economic, politic-security, and socio-cultural pillars. In this context, it is worth reviewing the EU’s policy toward ASEAN.


Within the context, Vietnam has benefited much from ASEAN and EU multilateral dialogue frameworks and has taken ASEAN a pillar of its foreign policy. Since Mr. Le Luong Minh became ASEAN Secretary General early 2013, Vietnam has been calling for a re-enforced ASEAN and an implementation of ASEAN community to deal more efficiently with the coming challenges.  


At her opening remarks, Mrs. Delphine Malard, Head of Political Section, the Delegation of the European Union to Vietnam said “close cooperation among countries is becoming more and more relevant nowadays where the challenges we face are increasing regionally and globally. In this regard, the European Union – as a unique and successful integration process – is naturally a strong supporter of ASEAN”.


Associate Professor, Dr. Pham Van Duc, Vice Chairman of Vietnam Academy of Social Sciences highlighted that VASS was honoured to co-organize the seminar with the Delegation of the European Union to Vietnam through the EU public Diplomacy and Outreach Program. The seminar would promote mutual understanding and partnership among Vietnam, ASEAN and the European Union. 


Dr. Nguyen An Ha, Director of the Institute for European Studies, VASS, commented “This public seminar is a great opportunity for Vietnamese scholars, researchers and media to learn about the EU-ASEAN partnership and how much this partnership is needed for peace and prosperity.”


Dr. Sophie Boisseau du Rocher is a senior researcher specializing in Southeast Asian politics, geostrategic affairs and regional integration. She has previously taught at Sciences Po Paris, Sciences Po Le Havre (Asia campus), the Institut des hautes Etudes de la Défense nationale (IHEDN), and the Collège Inter-Armé de défense. She is also a research associate of the GRIP (Group for Research and Information on Peace and Security) in Brussels.
